Ebay, gallery or your friend that collects art.
This is the quick answer.
And specifically for deceased artists.
But most blue chip artwork, usually goes up in value. (Picasso or Rembrandt aren’t painting anymore)
So the safest way to make money in art, is to buy blue chip paintings and wait.
